
Centre to Hold Meeting of State, UT Cooperation Ministers on Monday

The Government of India’s Ministry of Cooperation will convene the Manthan Baithak with Cooperation Ministers from every State and Union Territory (UT) on June 30, 2025, at Bharat Mandapam in New Delhi.
This conference will be presided over by Union Home Minister and Minister of Cooperation Amit Shah, bringing together essential stakeholders to devise strategies and collaborate for a more robust and inclusive cooperative sector.
The purpose of the Manthan Baithak is to provide a dynamic forum for evaluating the performance of national schemes, exchanging best practices, and developing a unified vision to further Prime Minister Narendra Modi’s initiative of ‘Sahkar Se Samriddhi’ (Prosperity through Cooperation). High-ranking officials, including Additional Chief Secretaries, Principal Secretaries, and Secretaries from State and UT Cooperation Departments, will actively engage in the discussions.
A central focus of the Baithak is to evaluate the advancement of flagship projects such as the creation of 200,000 new Multi-purpose Primary Agricultural Credit Societies (PACS), as well as dairy and fisheries cooperatives to improve last-mile service delivery. Attention will also be directed toward the World’s Largest Grain Storage Scheme within the cooperative sector, aimed at ensuring food security and empowering farmers across the country.

As part of the “International Year of Cooperatives 2025,” states will present updates regarding the “Cooperation Among Cooperatives” campaign.
The session will also examine the operational implications of the newly formed National Multi-state Cooperative Societies—NCEL, NCOL, and BBSSL—which are critical for enhancing exports, promoting organic farming, and distributing quality seeds.
The Baithak will also explore transformative reforms like the digitization of PACS and Registrar Cooperative Society (RCS) offices, along with the creation of a National Cooperative Database to enhance data-driven policy formulation. Additional topics for discussion include White Revolution 2.0, support pricing for pulses and maize under the Atmanirbharta Abhiyan, and incorporating sustainability into India’s dairy sector.
Another significant theme will be human resource development, especially with the establishment of Tribhuvan Sahkari University. Financial reforms, such as the operationalization of the Shared Services Entity for StCBs and DCCBs, and the Umbrella Organization for Urban Cooperative Banks (UCBs), will also be assessed.

This Manthan Baithak is expected to catalyze deeper collaboration between the Center and States, reinforcing cooperative federalism to transform grassroots cooperatives into vibrant economic entities.
The goal is to promote a shared understanding and coordinate efforts to advance the Prime Minister's vision of 'Sahkar Se Samriddhi' through mutual collaboration.
Furthermore, the involvement of states in the activities of the three new National Multi-state Cooperative Societies, National Cooperative Export Ltd (NCEL), National Cooperative Organics Ltd (NCOL), and Bharatiya Beej Sahkari Samiti Ltd (BBSSL), will also be evaluated.
Discussions will cover White Revolution 2.0 and the integration of circularity and sustainability within India's dairy industry, along with the procurement support price for pulse and maize farmers under the Atmanirbharta Abhiyan, as stated.
Key digital transformation initiatives such as the computerization of PACS and the digitization of Registrar Cooperative Society (RCS) offices within states/UTs will be reviewed, particularly focusing on the National Cooperative Database and its significance for policy planning.
