
RBI Approves PayPal, Worldline to Function as Cross-Border Payment Aggregators

The Reserve Bank of India (RBI) has given PayPal Payments (PayPal), the Indian division of PayPal Holdings, in-principle permission to function as a cross-border payment aggregator.
The companies can now assist cross-border online transactions for the import and export of products and services thanks to this authorization.
By simplifying international payment processes, Worldline can assist Indian importers and exporters with the PA-CB E&I license.
It can now serve as a digital middleman for international transactions, guaranteeing adherence to RBI regulations regarding cross-border payments.
Worldline already has licenses to function as a Bharat Bill Payment Operating Unit (BBPOU) and a domestic Payment Aggregator (PA). It may provide digital payment services to retailers in a variety of industries, including e-commerce, BFSI, utilities, retail, education, travel, and hospitality, thanks to these authorizations.
For more than 20 years, Worldline has been doing business in India. From payment gateways and acquisition solutions to in-store payments and bill collections, the organization provides a wide range of services.
It hopes to strengthen its position in India's expanding cross-border trade with the new license.
Organizations functioning as PA-CBs are required by RBI regulations to follow stringent rules regarding foreign exchange laws, customer due diligence, and settlement schedules. To formalize and track digital cross-border payment flows, the agency unveiled the PA-CB framework in 2021.
The RBI requested a separate approval from payment aggregators that facilitate cross-border payments in October of last year. Payment businesses have been using the Online Payment Gateway Service Provider, or OPGSP, license to operate in this market for about ten years prior to that.

Given the enormous volume of remittances that enter India each year, the cross-border payment industry presents a significant opportunity. Additionally, India is the center for software service providers and independent contractors that serve several businesses across the globe. These companies can now be served by non-bank payment companies.
