The White House plans to release a proposal advocating for the export of U.S. AI technology overseas and a reduction of state laws considered overly restrictive for its development, according to reports.

A summary of the draft plan reviewed by Reuters indicates that the White House will prevent federal AI funding from reaching states with strict AI regulations and will request the Federal Communications Commission to evaluate whether state laws are at odds with its authority.

It will additionally encourage open-source and open-weight AI advancement while exporting American AI technologies via comprehensive deployment packages and data center projects spearheaded by the Commerce Department.

The strategy will aim to empower American employees by leveraging AI for job creation and advancements in various industries, according to sources.

Janet Egan, a fellow at The Center for a New American Security, remarked that the plan, as characterized by Reuters, signifies a market change in strategy from a mainly restrictive stance on AI under Biden to an emphasis on addressing how to initiate the dissemination of the infrastructure and technology that will support the world.

Even with the emphasis on growth, the strategy does highlight the significance of "protecting against abuse and getting ready for upcoming AI-related dangers," as stated in the summary.

In January, U.S. President Donald Trump directed his administration to create a strategy aimed at establishing "America as the global leader in artificial intelligence" while minimizing regulatory obstacles to its swift growth.

The report, which contains contributions from the National Security Council, is expected by Wednesday. Trump is preparing to commemorate that deadline with a significant address during an occasion named "Winning the AI Race," hosted by White House AI and crypto leader David Sacks along with his All-In podcast co-hosts.

"The Plan will deliver a strong, specific, and actionable federal policy roadmap that goes beyond the details reported here, and we look forward to releasing it soon," White House Office of Science and Technology Policy spokeswoman Victoria LaCivita says.

Trump is laser-focused on removing barriers to AI expansion, a marked departure from his predecessor, Joe Biden, who feared U.S. adversaries like China could harness AI to supercharge its military and harm allies.
