California Tightens Tech Rules to Protect Children

California Governor Gavin Newsom approved an extensive set of laws designed to safeguard children from the dangers associated with technology, such as social media and AI chatbots.

The regulations will impose fines on major social media firms of up to $1 million for each child if they are deemed negligent in causing harm to minors via their platforms, prohibit technology companies from providing addictive content to individuals under 16, and mandate AI chatbot operators to conduct risk evaluations prior to deployment.

Newsom met with his wife and state legislators at a children's museum close to San Francisco to emphasize the significance of safeguarding children at a time when they have such easy access to social media and AI chatbots.

Assemblymember Rebecca Bauer-Kahan stated, “We have created cribs for safety, chairs for safety, and car seats. However, we have permitted technology to be given to our kids without ever inquiring or anticipating that it would be secure.”

The bill signings occur weeks after Meta settled with California and 28 other states, following allegations in a 2023 lawsuit claiming the tech giant intentionally created features to addict young users. The firm consented to pay as much as $18 billion and enhance its child protection protocols.

However, Meta expressed worries regarding certain bills, claiming that the legislation aimed at limiting addictive feeds impedes the company’s capacity to deliver entertaining content to users on its platforms.

According to  Jim Cullinan, providing a personalized experience is crucial to the value of Facebook and Instagram for teens as they connect with friends and family and safely explore their interests. Personalization involves providing age-appropriate content for teens that resonates with them, all while ensuring the right safeguards are implemented.
