CM Rekha Gupta Unveils Delhi's Air Pollution Mitigation Plan

Rekha Gupta, the Chief Minister of Delhi, presented the Air Pollution Mitigation Action Plan 2026, which outlines various measures such as strict enforcement of the "No PUC, No Fuel" rule, regulations on vehicles emitting pollutants, and initiatives to promote cleaner transportation and control dust.
Gupta announced the introduction of the plan, referring to it as an extension of the government's significant Green Budget for 2026-27, with a focus on achieving tangible results in the improvement of air quality.

The strategic plan, unveiled following a thorough evaluation session at the Mukhyamantri Janseva Sadan, focuses on addressing primary contributors to pollution including vehicle emissions, road dust, construction operations, industrial effluents, and biomass combustion.
While speaking at the assembly, the chief minister emphasized that maintaining clean air and protecting the environment have become paramount in the government's policy agenda. These initiatives will receive dedicated funding and rigorous enforcement measures. She conveyed that the initiative was not simply a policy declaration, but rather a stringent enforcement campaign equipped with resources, technology, and rigorous supervision.
Gupta asserted a firm position on addressing vehicular pollution by stating that the "No PUC, No Fuel" regulation will be rigorously enforced, utilizing Automatic Number Plate Recognition cameras and digital tracking systems for assistance. Starting on November 1, only goods vehicles that meet the Bharat Stage (BS)-VI standards or run on CNG or electricity will be permitted to enter the national capital.
According to reports, the government will also oversee non-essential traffic flow and may explore implementing staggered office schedules, work-from-home policies, and further limitations on emissions from vehicles during times of significant air pollution.
To decrease the amount of emissions produced by vehicles, the government intends to increase the number of buses in the city to 13,760 by 2028-29, with a focus on prioritizing electric buses.
Government officials have additionally stated that there are plans in place to enhance the connectivity of transportation through closer coordination of metro and Regional Rapid Transit System (RRTS) networks with feeder buses, e-autos, and shared mobility services. It has been announced that in order to promote the usage of electric vehicles, a plan has been initiated to set up 32,000 charging stations for electric vehicles within the upcoming four years.

Additionally, the forthcoming EV Policy 2026 will target the adoption of electric two-wheelers, commercial vehicles, and the shift of government vehicle fleets to more sustainable energy sources.
The prime minister also declared initiatives to alleviate traffic congestion at 62 specified locations through timely interventions and the implementation of an Intelligent Traffic Management System, as well as innovative parking solutions and pricing adjustments. The government has acknowledged road dust as a significant source of pollution, and has committed to implementing a comprehensive strategy to address this issue. This strategy includes the deployment of mechanical road sweepers, water sprinklers, anti-smog guns, and mist spray systems on a wide scale.
The Action Plan 2026 goes beyond mere intention; it embodies a comprehensive implementation strategy supported by financial resources, stringent timeframes, and responsibility at all levels. Ensuring clean air is not a privilege, but a basic entitlement that we pledge to fulfill," she states.

The gathering was graced by the presence of cabinet members Pravesh Sahib Singh, Manjinder Singh Sirsa, and Pankaj Kumar Singh, along with Chief Secretary Rajiv Verma, delegates from the Delhi Metro Rail Corporation and Traffic Police, as well as high-ranking government personnel.
