
Government Appoints TCA Kalyani as New Controller General of Accounts

The finance ministry announced that TCA Kalyani, a 1991-batch officer from the Indian Civil Accounts Service, has been appointed as the new Controller General of Accounts for the country. Kalyani becomes the 29th individual to occupy this position.
She takes over from SS Dubey, a 1989-batch officer of the Indian Civil Accounts Service, who has held the role since March 2023.
Kalyani, a gold medalist from the University of Delhi and a graduate of Jawaharlal Nehru University, possesses over thirty years of expertise in public financial management, accounting, and governance.
Throughout her career, she has served in important positions across various ministries including defense, finance, telecom, fertilizers, home affairs, and information & broadcasting.
As the Controller General of Accounts, she will act as the premier accounting authority for the government, supervising public expenditure, designing and managing the accounting framework, and preparing the central government’s financial accounts for Parliament. This office also oversees internal audits and a financial information system aimed at encouraging fiscal prudence and transparency.

It supplies regular data to legislators and manages the government’s responses to the recommendations presented by the Public Accounts Committee and the Comptroller and Auditor General.
Kalyani’s appointment occurs in the context of the government’s ongoing initiatives to enhance public financial management and implement systemic reforms.
According to the Ministry of Finance, “With her extensive experience and established leadership, Kalyani is expected to further reinforce the country’s public financial management systems and continue fostering innovation and transparency in government accounting.”

The ministry also highlighted, “Ms. Kalyani has persistently advocated for transparency and efficiency in public service delivery through technological adoption. Her leadership was crucial in launching the Direct Benefit Transfer (DBT) scheme, which provides farmers with assistance for fertilizer purchases from the Government of India.”
