Finance Ministry's Chintan Shivir Discusses AI in Govt Processes

imgThe Finance Ministry of the Indian government organized a two-day strategic planning conference with state representatives to discuss the current state and challenges related to the timely disbursement of funds, the potential application of artificial intelligence in governmental procedures, and the design and execution complexities of national-level sponsored programs.

The Finance Ministry's Department of Expenditure hosted a strategic planning conference (Chintan Shivir) on Thursday and Friday in Sawai Madhopur, Rajasthan, which was attended by financial representatives from multiple states, specifically Gujarat, Himachal Pradesh, Haryana, Uttarakhand, Punjab, Delhi, and Rajasthan.

During this event, the Finance Ministry requested input on developing a coordinated, efficient, and cooperative methodology for managing financial transfers between states.

The Finance Department of the Rajasthan Government then gave a detailed overview explaining how their Integrated Financial Management System collaborates with the Central Government's Public Financial Management System and different funding channels to ensure timely fund distribution.

During a separate interactive discussion, the Ministry of Electronics and Information Technology explored the potential benefits and obstacles associated with implementing artificial intelligence in governmental operations.

The session also delved into multiple strategies for leveraging AI effectively in government decision-making and policy development processes.

 

During the second day of discussions, the expenditure department gathered feedback from state governments regarding the current evaluation and approval procedure for Centrally Sponsored Schemes, which is set to conclude on March 31, 2026, coinciding with the end of the fifteenth finance commission period.

The department officials, organized in teams of four, delivered presentations on various subjects aimed at introducing innovative, cutting-edge, and forward-thinking approaches through the 'Chintan' initiative, with the goal of improving governmental performance and expanding its reach.

The government has instructed all ministerial bodies and administrative departments to provide comprehensive supplementary information regarding central sector and centrally sponsored initiatives that are set to conclude or continue after March 31, 2026, as specified in an official communication from the Department of Expenditure.

The requested information encompasses the official perspectives of government departments on each finding from independent third-party evaluations, a detailed breakdown of proposed scheme funding for the upcoming five-year period, and a comprehensive explanation of any program components that will be eliminated or altered, along with corresponding rationales.
