Union Minister Bhupender Yadav to Represent India at Pre-COP30

Federal Environment Minister Bhupender Yadav is scheduled to participate in the Pre-COP30 sessions in Brasilia from October 13-14, after which he will join the G20 environmental ministers' conference in Cape Town on October 16-17. These represent crucial platforms where India is anticipated to present its climate policies.

While not officially included in the United Nations Framework Convention on Climate Change (UNFCCC) schedule, the Pre-COP forms part of ongoing preparatory meetings conducted year-round ahead of the annual climate summit. This ministerial assembly will unite climate negotiators and aim to build an agreement on critical matters for COP30, scheduled for November 10-21 in Belém, Pará, Brazil.

COP30 is planned to occur next month amid significant geopolitical tensions. These circumstances include the United States' exit from the Paris Agreement early this year, despite being the world's largest historical contributor to greenhouse gas emissions. The European Union, typically a leading force in climate discussions, has not yet presented its Nationally Determined Contributions (NDCs), which are climate action frameworks developed by nations under the Paris Agreement.

Additionally, ongoing trade disputes have intensified international tensions. The US declared last week an extra 100 percent duty on Chinese imports effective November 1, 2025, bringing total tariffs to 130 percent. This action followed China's October 9 announcement of export restrictions on rare earth materials, which are essential for American defense systems, electric vehicle production, and renewable energy sectors.

India is anticipated to reveal its NDC and national adaptation plan (NAP) before COP30 takes place. The COP30 Presidency had earlier voiced frustration regarding India and the EU's postponement in releasing their NDCs.

India has completed its inaugural NAP, which will likely be presented before or during COP30.

 

Both the NAP and India's updated NDC covering the 2035 timeframe are currently being reviewed and are anticipated to receive Cabinet approval in the near future. Experts noted that India plans to prioritize climate finance negotiations and anticipates achieving substantial results at COP30.

This comes particularly after India and fellow developing nations expressed significant dissatisfaction with the COP29 results in Baku. COP29 resulted in the approval of a New Collective Quantified Goal (NCQG) document that established a target of no less than $300 billion annually by 2035 for developing nation parties to support climate initiatives, with developed nations "leading the way" in providing funds. The document also initiated the "Baku to Belém Roadmap to 1.3T," designed to increase climate financing for developing nations to $1.3 trillion. Developing nations criticized this as insufficient and overdue.

The Like Minded Developing Countries (LMDC) coalition and the G77 plus China had put forward agenda proposals addressing both the legal duty of affluent nations to supply climate financing and another concerning unilateral trade actions. Nevertheless, these proposals failed to gain acceptance when the European Union and other developed countries declined to provide their consent.
