China Leverages US AI Models to Boost Military Capabilities
Chinese military researchers have leveraged results from top US AI models created by OpenAI and Anthropic to enhance local AI systems for improving China's defense capabilities, accoding to reports.
The newly revealed discoveries provide a unique insight into how military and security-related organizations in China are utilizing advanced U.S. AI models as a quick way to create their own specialized systems, despite Washington's attempts to limit Beijing's access to sophisticated chips and other key technologies.
The documents indicate extensive application of a method called "model distillation," where outputs from a robust AI system are utilized to train smaller, specialized models that can be implemented locally without the massive computational demands required to create advanced AI systems from the ground up.
A review by Reuters, which featured research gathered by the Jamestown Foundation based in Washington and provided solely to the news agency, indicated that distillation is commonly utilized by researchers associated with the People's Liberation Army and various military organizations.
The documents indicate that Chinese defense entities view top U.S. AI models as a means of gaining technical knowledge and narrowing the distance with American competitors.

The disagreement focuses on unauthorized extraction, rather than distillation itself, a common practice in the industry.
The problem has surfaced as a significant focal point prior to U.S.-China discussions on AI regulation and security. U.S. authorities have alleged that certain Chinese organizations are utilizing distillation to derive functionalities from American AI models, possibly compromising export regulations and violating intellectual property rights.

China dismissed the allegations, claiming that Washington is seeking AI "dominance" and contending that American companies have participated in comparable activities.

Chinese developers have contested assertions that their AI progress depends on external models. AI startup Moonshot refuted claims from the Trump administration last week that its Kimi K3 model was developed through distillation, asserting that it was propelled by unique innovations.
