Noida workers’ protest explained: causes, wage demands, clashes with police, and its impact on labour rights and industrial unrest in India

Workers from factories in Noida's Phase 2 area caused chaos this Monday during a protest demanding for higher wages. The initial demonstration about unequal pay quickly spiraled into violence, leading to disruptions and destruction of vehicles.

The unrest spread fear throughout the industrial district as clashes erupted between the protesters and authorities. Many employees from the hosiery and garment industries assembled to express their grievances and push for fair compensation in line with the recent wage hikes in Haryana.

What Happened? Workers in Noida Protest Bringing City to a Standstill

The Noida worker protest started out calm but gradually broke into an increasingly tense situation as more people joined and workers began to take their frustration on the streets. Things took a turn for the worse when protesters reportedly started pelting stones, causing commotion in the vicinity. Numerous vehicles suffered damage in the altercation, prompting a significant number of police officers to be dispatched to restore order.

The agitation was sparked by requests for higher income, bonuses, and better working conditions, particularly following Haryana's decision to raise the minimum wages significantly. Employees contended that they were receiving lower pay even though they were performing tasks of a similar nature.

The crowd’s agitation resulted in extensive traffic disruptions throughout Noida, impacting various important roads and sectors. Major disruptions were seen on key routes like Dadri Main Road, the Noida-Greater Noida Elevated Road, and the Phase 2 industrial area, while congestion was observed in Sectors 62, 16, 18, 49, 80, 84, and around Noida More. Traffic flow was disrupted in areas near Sector 63, Sector 15, and Fortis Hospital in Sector 62, resulting in inconvenience for both commuters and emergency services.

Major roads like NH-24 and the Delhi-Meerut Expressway near Indirapuram experienced significant traffic congestion, as barricades were set up at the Delhi-Noida border redirecting vehicles towards Delhi. This situation also affected important entry and exit points such as the DND Flyway and Chilla Border, leading to severe gridlock for individuals traveling between Delhi, Noida, and Greater Noida, with travelers stuck for extended periods due to the disturbance.

Noida Workers Demand for Fair Wage, Working Hours & Conditions

A majority of the workers protesting have revealed their monthly earnings to be less than Rs 15,000, expressing concern over their inability to cover basic expenses. Additionally, a few workers claimed they are required to work for 12 hours each day and called for a shift reduction to eight hours. Workers raised concerns about discrepancies in bonuses, stating that there was no distinction between the benefits received by skilled and unskilled workers.

Furthermore, they contended that many were being dismissed after nine months only to be rehired to prevent an increase in bonuses. Workers expressed worries about their pay before and after completing their apprenticeship, noting that they started at Rs 90 per hour but that was reduced to Rs 50 per hour after a year. Additionally, there is a concern that implementing official wage regulations could result in layoffs, further complicating the situation for workers.

Inflation Impact On Workers: A Key Factor Fueling the Unrest

Higher fuel and living expenses have worsened employee dissatisfaction. The surge in prices of essential items, including LPG, due to global political tensions, has added to the financial burden on lower-income families. Employees earning less than Rs.15,000 monthly are finding it harder to make ends meet, leading to calls for salary adjustments.

The Indian economy is currently experiencing a period of sluggish expansion and elevated inflation levels. While the government's choice to raise petrol prices may be necessary, it inevitably has a detrimental impact on ordinary citizens. Given the economic impact of the pandemic, predicting the future has become more uncertain. Despite a decrease in global prices, Indian consumers did not see a corresponding reduction in crude oil prices within the country.   

A Growing Wave of Worker Agitation Across India

Noida, a massive industrial hub in the NCR region with numerous manufacturing units, is experiencing significant protests related to minimum wage problems, leading to violent unrest in various areas of the city. Over 300 individuals have been detained, and there have been clashes between laborers and law enforcement at multiple sites.

These events have sparked a renewed discussion on salaries and job conditions in prominent industrial centers like Gurgaon, Noida, Sonipat, and Surat.

 

Discontent in Noida did not erupt suddenly. Over the recent months, laborers in various industrial regions, including Barauni in Bihar, Surat in Gujarat, as well as in Manesar and Panipat in Haryana, have organized demonstrations calling for improvement in working conditions, increased minimum wages, and improved overtime compensation. According to reports, the turmoil is fueled by disappointing wage hikes following the implementation of the Labour Codes in November 2025. The challenges faced by workers have been aggravated by rising living expenses, particularly caused by a significant increase in underground prices of cooking gas cylinders during the ongoing conflict in the Middle East.

Interim Wage Hike Announced Amid Noida Workers Protest

The government of Uttar Pradesh, led by Yogi Adityanath, recently declared a temporary increase in the minimum wage for unskilled, semi-skilled, and skilled laborers following a series of violent demonstrations by workers in Noida. Despite rumors suggesting a raise to Rs 20,000 per month, the state government has refuted these claims and insists that many employers are not complying with this mandate.

According to the state government, the national-level revisions to the minimum wage are currently being worked on under the Labour Codes. The purpose of this effort is to establish a consistent minimum wage for workers nationwide to guarantee fair and equitable compensation.

Additionally, the state government has begun engaging in discussions with various parties to gather input on this matter. Following the formation of a Wage Board by the government in the coming month, the process of establishing a new minimum wage is expected to commence.

The state government has decided to increase the minimum wage of unskilled workers by 21 percent starting from April 1 as a temporary measure. Workers in Noida and Ghaziabad will experience a 21 percent rise in their wages, while those in cities with municipalities will see a 15 percent increase, and the rest will have a nine percent rise.

Implementation of New Labour Regulations

As per the official announcement, the Uttar Pradesh government has updated the minimum wage rates. Unskilled laborers are eligible for a monthly pay of Rs 11,313.65 or a daily wage of Rs 435.14. In the same way, semi-skilled workers will receive a monthly wage of Rs 12,446 and a daily rate of Rs 478.69. Skilled workers, on the other hand, will earn Rs 13,940.37 per month and Rs 536.16 daily. The regulations within the fresh labor laws are presently being put into action.

UP Government Wage Hike Decision

Uttar Pradesh updates its minimum wage rates twice annually in April and October for 74 different types of jobs, including shops, brick kilns, textile units, and IT services. There is a specific notification for engineering factories with 50 or more employees, which has its own structure for Variable Dearness Allowance (VDA) and base calculation methods. This guide includes information on notifications, complete wage tables, compliance guidelines, and instructions for businesses in Noida and Lucknow.

Uttar Pradesh has implemented two separate systems for revising minimum wages. One system encompasses all 74 employments listed under the Minimum Wages Act, 1948, and is applicable in the entire state without any regional distinctions. The second system is specifically for engineering factories with 50 or more employees, where the VDA is determined based on the All India Consumer Price Index (AICPI) and is updated independently from the general schedule. These frameworks were modified in early 2026, and it is important for employers to adhere to the appropriate notification for their specific industry.

Authorities Urge Calm, Assure Control over Noida Worker Protest

UP Chief Minister is urging industry organizations to ensure that employees are paid their monthly salaries on time, along with appropriate overtime compensation, bonuses for weekly days off, access to social security benefits, and a safe and respectful environment for women workers at their job sites. The Chief Minister has criticized unlawful actions perpetrated by anarchist and external forces, urging authorities to uncover these elements and enforce severe consequences.

Noida police conducted a flag march today to calm the situation and create a sense of security among the public. High-ranking officials, such as the DGP, ADG (Law & Order), and IG (Law & Order), have been closely monitoring the situation from the control room at Police Headquarters since early morning. There has been a significant increase in the number of security personnel deployed throughout the commissionerate, with 15 companies of RRF, RAF, and PAC placed in key locations.

Arrests in Noida Worker Protest so far

In addition, extra Quick Reaction Teams have been sent out to handle any unforeseen emergencies that may arise. Drone monitoring and specialized law enforcement tactics are in place, with police stations under careful oversight by senior officers.

Noida Police announced that they have filed seven FIRs and detained about 400 people for their role in the destruction and fires during the incidents on Monday. Two X handles, are facing legal action for spreading rumors without verification.

Furthermore, more than 50 bot accounts have been detected, with a significant number being newly created within the past day. The government of Uttar Pradesh announced that a specialized team will be looking into the online activities of these accounts. Citizens are being advised by the police to only trust official sources and refrain from sharing questionable content. UP DGP Rajeev Krishna urged for calm and peaceful behavior, cautioning that severe consequences await individuals participating in violent acts, vandalism, or destruction of public or private assets.

He also stated that those responsible for damages will be held accountable for compensating for the losses incurred. Krishna provided reassurance to the general public by stating that the current situation is completely under control, with sufficient law enforcement personnel present to maintain order, thus dispelling any fear or anxiety among the people.

These industrial labour tensions are unfolding alongside broader global economic and geopolitical shifts that are influencing inflation, energy prices, and industrial stability in India.

This includes fostering positive relationships with Western countries to counter China's influence, while also championing the rights and interests of developing nations. These goals will be pursued through participation in global climate discussions, involvement in groups like BRICS, and boosting trade relations with countries like Russia, which has now become a major oil supplier following the conflict in Ukraine.
