Telangana FM to Present Third Budget at Noon Today

The Deputy Chief Minister and Finance Minister of Telangana, Mallu Bhatti Vikramarka, is scheduled to deliver his third budget address in the Assembly at noon today.

The State Cabinet will convene at 9:30 am before the budget presentation to officially endorse the annual financial statement.

Anticipated budgetary projections for the fiscal year 2026-27 hover around the range of Rs.3.20-3.30 trillion, as opposed to the Rs.3.05 trillion allocated for 2025-26.

For the fiscal year 2025-26, the government estimated revenue expenditure to be Rs.2,26,982 crore and capital expenditure to be Rs.36,504 crore. It is anticipated that the capital expenditure for the upcoming financial year could range between Rs.45,000-50,000 crore.

Last year, the allocated interest burden amounted to Rs.19,000 crore and it is expected to impact the Finance Minister's capability to allocate more funds towards capital expenditure. 

The budget is expected to allocate funds for the purchase of Hyderabad Metro Rail from L&T, facilitating the progression of the subsequent phase of metro development to enhance connectivity to various regions within the city.

In the fiscal year 2024-25, the Gross State Domestic Product (GSDP) of Telangana reached Rs.16.13 lakh crore at prevailing prices, representing a growth of 10.1 percent from the preceding year.

During the fiscal year of 2024-25, the per capita income of the state reached Rs.3.79 lakh at current prices, demonstrating a growth rate of 9.6 per cent.

 

In contrast, the per capita income of India for the year 2024-25 was recorded at Rs.2.05 lakh, reflecting a growth rate of 8.8 percent. Telangana's per capita income surpasses the national average by 1.8 times, indicating a variance of Rs.1.74 lakh.

Since its establishment in 2014-15, the state of Telangana has experienced a significant increase in per capita income, exceeding threefold. In 2014-15, the per capita income of Telangana stood at Rs.1.24 lakh.

Furthermore, the head of government is expected to convene a gathering with government officials, elected representatives, and legislative council members in the Assembly Committee Hall to brief them for the upcoming session and devise tactics to challenge the opposing party.

Lawmakers are anticipated to be required to participate in the session in a thoroughly informed manner, equipped with in-depth knowledge of various development initiatives and social welfare schemes. After the Governor's speech, the legislature will recess until next Tuesday, when deliberations will commence on the Resolution of Gratitude for the Governor's speech.

The prime minister is anticipated to offer a response to the deliberations on the following day. The opposition parties, including the Bharat Rashtra Samithi and the Bharatiya Janata Party, are gearing up to address numerous public concerns and criticize the government for what they perceive as its inability to deliver on its promises to the public.

Deputy Chief Minister and Finance Minister Mallu Bhatti Vikramarka is scheduled to introduce the Budget for the fiscal year 2026-2027 on March 20 in the Legislative Assembly. Meanwhile, Legislative Affairs Minister D Sridhar Babu will present the budget in the Legislative Council. The session of the Legislative Council will take place in the recently renovated Old Assembly building, which was inaugurated by the chief minister.
